lib-ir: another bit of SB trivia: submissions breakdown

As of today, about 6.1% of the total submissions have
been made by authors or content owners themselves;
84.5% have been entered by MDLS staff on behalf of
other content owners; and the remaining 9.4% have been
made by other library staff on behalf of content owners
(mostly Document Center staff for the govt. pubs).
