lib-ir: revision of student resource pages

In response to requests just in from the Psychology
Dept and the Honors College, I have made revisions
to the Student Resources Page:
http://libweb.uoregon.edu/catdept/irg/Student_Resources.html
and created two new pages (taken from pages created
just for the Grad School and generalized):
http://libweb.uoregon.edu/catdept/irg/Student_Options.html
http://libweb.uoregon.edu/catdept/irg/Student_permission.html

I have linked from each student collection page in Scholars' Bank
to the general student resource page above.

My hope is that we will be able to send students to these
general resource pages rather than doing up separate pages
for each new collection. The only exception will be the
Grad School since they must have things tailored to them
in order for them to participate.

If you have suggestions for improving any of these pages,
please let me know.
