lib-ir: Needs for Scholars' Bank: output procedures

We need to document our "escape strategy" for SB.
I know that Corey has tested our ability to extract files
and metadata from DSpace. That now needs to
be documented and reviewed by the group.

We should also talk about how we plan to handle
migration of files, once we determine that such
migration needs to happen.

That also entails a means for keeping track of
the need to migrate. This probably more
properly falls into the "backup" category, but
I thought of it now.

Other thoughts?
