lib-ir: revised text on the license page

As we have contacted individuals to get their permission
to post their work in Scholars' Bank, a few additional
questions about the license and what it means have come
up. I have revised the explanatory text on the license web
page to clarify some of these issues. Please take
a look at the explanatory paragraphs and let me know
of any needed changes.
