lib-ir: Oregon Humanities Center Newsletter

I got permission to harvest the Oregon Humanities Center
newsletter and I set them up and harvested the issues
today. For future reference, I also archived the email
giving me that permission as a license txt file on the earliest
issue. I think that's probably a good model and I may go back and
do that on some other collections that we set up earlier.
