lib-ir: possible communities for SB

I think it is important for the subject liaisons to be involved in these
department outreach efforts.  
We need to have some guidelines for how subject librarians interact
vis-a-vis the IR and their departments.
Since I am the psyc liaison it makes sense to use them as an example of
how the subject librarian will be integrated into the IR
process.
