lib-ir: policy shift on submissions

of effort - certainly when it is new and we are trying to convert folks

or community, when requested, and take care of
the submission. This is an approach that I heard
echoed by every single presenter at the recent
SPARC IR meeting. I know of only one library
that says it is charging for this service.

wording, let me know.
