lib-ir: IR: Conferences on campus

I think we should indicate in the intro text that we are developing a
list of conferences at the UO and not specify a date.  Do we need to
indicate the frequency of update of the page?  We also should
indicate that we want additional listings and the name of a library
contact person.  "If you are sponsoring an upcoming 
conference at the UO, please let us know so that we can add
it".  I am willing to be the contact person.
