Attached is my draft of a short public oriented statement for setting IRs in the scholarly communication context. I tried to keep it succinct. It would also include URLs to important IR and other scholarly communication alternatives. It also would include attributions. Let me know if this fulfills the expectation for the type of document we were seeking. When I brought up the issue of setting IRs in context with the rest of scholarly communication, my intent was to provide a context that would indicate that IRs are not the "answer" for the scholarly communication issue, but are one exciting idea that might bear interesting fruit.
