lib-ir: draft minutes

Draft minutes from yesterday's meeting are up on the
Web site. I'd really appreciate you taking a moment to
look them over and send me corrections. I think we
saw yesterday how useful a record of our work they can
be when Corey (who had read all of our minutes before
attending his first meeting) reminded us of a decision
we'd made earlier. We discussed some important
issues yesterday and I know I missed some of the
details.
