RE: lib-ir: an important comment from the Council meeting yesterday



We should discuss FERPA as a group, and get some input from Herb Chereck
and/or counsel.  My understanding is that FERPA requires that we not release
educational records without consent, nor directory information if a student
elects to withhold it; basic rule is that UO must not even admit that such
students exist except to "other school officials with legitimate educational
interests".

I don't understand how that plays out with things like dissertations.  How
can the UO require submission and UMI publication of a dissertation if the
student has requested directory access restriction?

Having thought a bit more about this, I now believe that we should NOT
contact PPPM until we understand the issues a bit more thoroughly.
