lib-ir: detailed steps for submission

I've done up a Powerpoint providing step-by-step instructions
for submitting to DSpace. I have placed it temporarily for
viewing at:

Please take a look and give me your feedback about
changes and additions needed. I haven't done anything
about a background yet - I was just focusing on the
content. I also didn't explore evry single option that a
person might select or problems that they might
encounter. More can be added, if that's considered
useful or necessary.
