lib-ir: AAA terminal projects



I don't remember being cc'd _recently_ on this, but here
are my thoughts:

I don't think these are the same as theses and dissertations
and they have never been treated that way before. If AAA
is too problematic for this to go forward right now, I would
recommend that we focus on the PPPM terminal projects.
This may also be too complicated for an email discussion.
