lib-ir: minutes, and other large messages

I've increased the limit on message sizes for our lib-ir@lists mailing
list.  It's now 200K (default is 40K, which is too small to allow
attachments).  Think about whether you'd prefer to get minutes and other
documents:
 - as attachments to email
 - as links to documents on our web site, perhaps with a brief note to
lib-ir letting you know it's there.

Carol and I will take a quick poll at our next meeting.

By the way, a process note:  the web site and listserv archive are open
to the public, though non-members cannot post to the listserv.
