The following is an e-mail communication received from N. G. Deshpande on 1 February 1996 regarding the serials cancellation project. It is posted with his permission.
Physics was asked to cut its serial budget by 22.8%. This amounts to $72,874 of the total Physics allocation of $319,453. We have gone through the list of journals and identified approximately $30,000 worth of journals that could be cancelled. Including previously approved cancellation of $6,629 for this year, this brings our total cuts to approximately $37,000, half of the requested amount. I would also like to point out that in the period 1992-1995 (in the previous journal cancellation), Physics cancellations amounted to $35,797.
I wish to bring to your attention the serious consequences of any cuts beyond those we have identified. As you are aware, the Physics Department has a tradition of diversity in its research interests. Our faculty is very active in research, and members play a leading role in research carried out at the Institute of Theoretical Science, Materials Science Institute, Chemical Physics Institute, and the Institute of Molecular Biology. Any further cuts will seriously endanger our research mission. Every journal that is not on the cut list is actually being utilized by our faculty. I would like the University to examine at the highest level the consequences of such a draconian cut in our serial budjet. Either the library budget committee will have to change its priorities, or new sources of support for journals must be found. I believe 22% cuts in the serial budget is unacceptable.
I realize that costs for journals are rising faster than inflation and some cost control is necessary. It may be that as new technology becomes more widely available, the journals will go electronic, reducing the cost. We need a plan to get us through the next few years before the benefits of the new technology are realized.
I give below the list of journals that can be cut and those that have been cut in previous cuts.
