Charge

The Committee on Electronic Resources (CER) meets regularly to discuss new electronic resources (including reference works, full-text databases, and electronic journals), to arrange trials, to review and evaluate product performance, and to determine the level of interest among the represented libraries for both new purchases and renewals. For each product, one or more committee members work as a subgroup to negotiate price and access issues with the vendor. The committee is also responsible for determining an equitable cost distribution that adheres to the principles adopted by the Orbis Council. The chair or designated committee member is responsible for ordering the product, signing the licensing agreement, and working with Orbis and UO (fiscal agent) staff to arrange for payment of the invoice and billing of participating libraries.

Council encourages maximum use of email in conjunction with Orbis-funded meetings (see funding policy).

CER is supported by Orbis staff who produce committee meeting minutes, track the status of licensing projects, maintain a CER Web site, maintain key data (e.g., ip address ranges, enrollment), coordinate meetings, and work with UO staff to pay invoices and bill libraries. Requests for additional funding or staff support should be presented to the Orbis Executive Committee.


Timeline

CER is a standing committee. Meeting minutes should be produced and distributed to committee members and Orbis staff for distribution to Council. An annual written report is submitted to Council.
